When did the wearing of singlets (vests) and headguards become compulsary in Golden Gloves Boxing?

I%26#039;m resarching a project on the history of boxing and was wondering when (and why) the wearing of vests and headguards became necessary in the Golden Gloves tournament. Any info you can give me would be greatly appreciated.

The vest or tank top became mandatory everywhere some time around 1978 or 1979, although earlier than that in some locations. I believe California was the last to adopt it. The theory is that it prevents the exchange of sweat and blood. This was long before anyone knew anything about HIV, but there were general health concerns. At least part of the goal was to set amateur boxing apart from the professional game.





I can%26#039;t find a precise date on headgear, but it is later and would be some time in the 1980%26#039;s. Here, the theory is that it prevents cuts and swelling, and to some degree protects against shock to the brain, but it does not protect against concussions, as these occur when the head is rocked sharply and the brain knocks against the inside of the skull. There is still a lot of debate on this issue.
